A former Police Community Support Officer was fined £500 after admitting to performing a sacx act while on duty in a park in London. Kevin Phillips, 56, was photographed performing the SaCx act in East Dulwich’s Dog Kennel Hill Park while taking a break from his shift.
The married father of two, who has since left the Metropolitan Police, admitted to one count of outraging public decency when he appeared before Croydon Magistrates Court earlier this year.
The park where the PCSO engaged in inappropriate behaviour has a popular children’s adventure playground. He also ran the neighbourhood bicycle speed watch programme from there.

Phillips, a member of the Met’s Roads and Transport Policing Command, sparked widespread outrage when a video of the incident was shared on social media.
After being made public by MailOnline, the video was viewed by thousands of terrified viewers. As evidence that Phillips was a Met officer, the video displayed his badge number.
Phillips was apprehended the following morning after being apprehended at his home address and charged with outraging public decency.
He was then remanded to appear in court in Croydon the following morning, where he entered a guilty plea.
“Phillips’ behaviour that day was abhorrent and goes against everything the decent officers and staff of the Metropolitan Police stand for,” said Chief Superintendent Simon Ovens, head of the Met’s Roads and Transport Policing Command.
Many of his coworkers and the clients we are here to serve have been let down by him. Such disgusting conduct has no place in the Met.
